i was just thinking and thought that maybe this could work.
If you have even completed the main story of oblivion then you will have seen and walked through a epic battle, now there must have been a lot of ncps just fighting it out. when i was told that it would lag it out if there were too many ncps i thougth how did they do it.
They set it out in loads of different cells, wouldnt this work for a major battle, having like a quest to get some where in a city and walking right through a battle with random attacks? because jaachym says you can have 15 - 20 ncps in one area with the slightest of lag, but if we have sasy 5-6 cells that makes a pretty epic battle?
just a thought

I have never completed main quest line so I was not aware of this battle but if I am reading data from CS corectly there is 17-23 NPC on the players side.

so i think dividing battle into cells should work

I was actually working on something like this.

What I've found is that while the idea does work, it still has some problems.

Even spread out, occasional glitches will happen where some NPCs will just stop fighting and stand there. They might even walk away.

Perhaps we should try something like what I did for my Famous Battles mod. We make the person feel like they're in a big battle, but we don't show the battle itself.

An example would be Sancre Tor. Sancre Tor was a huge clash between Bretons, Nords, and Imperials. However, in my battle, you are part of a four man squad tasked with infiltrating the fort and assassinating the generals behind the enemy coalition. So we could do something similar to this, but we must make it feel like the player is part of a grander scheme, just without all the NPCs.

That's just my take.

That sounds interesting. I like it. You mention that sometimes NPC's stop fighting. Well, rather than just putting two NPC's that have 0 disposition and high aggression next to each other, would it be possible to script the NPC's to force them to fight each other? I don't know if this would solve that problem, or if there are even more problems that you didn't mention that this wouldn't solve.
